Nalufenya is one of the most inaccessible detention facilities in the country and Lawyers or relatives have to be cleared from Kampala, sometimes clearance comes late or doesn’t come at all.
My brother was arrested, detained at Nalufenya and tortured to death. I informed Hon.Kyanjo who was then shadow minister for internal affairs and an appointment was made and i met the IGP. I narrated to him what had transpired, he ordered for the body to be exhumed for a postmortem.
Neither a file nor a statement was taken from me as the complainant. I kept calling the IGP to follow up until he stopped picking my calls.
About 3 years ago, some sheikhs were arrested from Bugiri and Mayuge for being suspected of killing Muslim clerics and detained at Nalufenya. I went to visit them at Nalufenya and found torture marks all over their bodies. The day they were produced in Jinja court, Kaihura and Akullo were present and I asked the presiding magistrate to ask Kaihura to explain why suspects were being tortured at Nalufenya. No lawyer or relative can meet a fresh suspect at Nalufenya bse usually the wounds are fresh and visible.
So my friend Kasingye, there’s a problem at Nalufenya which should be addressed. Denials won’t help.
I suggest that each time a suspect is arrested and detained at Nalufenya, immediately inform their next of kin, allow them immediate access to their lawyers and doctors as the constitution demands.
